Francis McGuigan for Board of Supervisors

Preserve Rural Greene

We face many challenges as a county in the years ahead. Our problems range from ensuring water availability to improving the quality of life of our children. In the last 20 years, the population of Greene County grew 33 percent while the rest of Virginia grew only 20 percent. Development outpaced county services during this explosion in growth. Smarter development is necessary in the future. We must adequately support growth and also preserve Greene’s rural heritage.

The clover in the right lower corner above is the symbol for the campaign. The leaves of the clover represent the four distinct zoning districts in Greene County: Agricultural, Residential, Business and Conservation. The rural districts should be preserved and supported by our county government.

In running for the Board of Supervisors, my ultimate goal is to serve the community and care for all its residents-those residents whose ancestors settled the county generations ago and those who came here recently to enjoy a quality of life earlier Greene County residents struggled to create.

 Goals

  • Decrease the Growth in Property Taxes
  • Make Businesses More Competitive and Profitable by Revising Business Taxes
  • Invest in a County Pool
  • Slow the Rise in County Government Spending
  • Make Greene County a Hub for Sustainable Agriculture
  • Preserve the Rural Heritage of Greene County
  • Provide a Quality Education for Our Children
  • Ensure Citizens Have Safe and Reliable Water
  • Represent the Views of All the Citizens of Greene County in Decision Making

Philosophy

Once our agricultural and conservation land is developed, the rural beauty and heritage of Greene County can never be restored. We borrow it from the future.

County zoning regulations protect the property rights of Greene County’s citizens. the county recognizes four separate district zones: Conservation, Residential, Business, and Agricultural. They are separate for a number of reasons. The main reason is to protect the interests of the residents who live in those districts.

Zoning districts are meaningless when elected and unelected administrators either grant special exemptions to zoning regulations or change zoning to benefit select individuals. This is wrong, especially when the action is against the expressed will of the citizens.

Greene County must address the needs of its citizens first. The county should not place developers’ interests above the interests and desires of Greene County residents.

The Department of Planning and Zoning, the Planning Commission, and the Board of Supervisors should be actively promoting and preserving the agricultural and conservation zones rather than encouraging development that ensures their destruction.

The Board of Supervisors should rarely, if ever, approve development not specifically permitted “by right.” Personally, I would never vote for development next to a neighbor that I would not want next to my home.
